Teesworks Controversy: A Tale of Ambition, Allegations, and Accountability

The Teesworks regeneration project, championed by Conservative Mayor Ben Houchen, aimed to transform the former Redcar steelworks into a hub for green industry and economic revitalization in the Tees Valley.  However, the initiative has become embroiled in controversy over governance, transparency, and the use of public funds.

Background and Allegations

In 2021, concerns arose when 90% of Teesworks Ltd, the company overseeing the redevelopment, was transferred to two local developers without a public tender process.  Critics highlighted that these developers had not invested their capital but benefited from substantial public funding, raising questions about value for money and potential cronyism.

Independent Review Findings

In response to mounting pressure, the government commissioned an independent review in 2023.  The review found no evidence of corruption or illegality but criticized the project’s governance, citing excessive confidentiality and a lack of transparency.  It made 28 recommendations to improve oversight and ensure better value for the public

Audit Challenges and Financial Oversight

Further scrutiny came when auditors Forvis Mazars and EY refused to sign off on the South Tees Development Corporation’s accounts for multiple years, citing significant weaknesses in financial management and governance.  These developments led to calls for a National Audit Office investigation to provide a more comprehensive assessment of the project’s handling of public funds.

Political and Public Response

Mayor Houchen has defended the project, emphasizing its potential to attract investment and create jobs.  However, opposition figures, including Labour MP Andy McDonald, have labeled the situation as “industrial-scale corruption,” calling for greater accountability and transparency.
